All the money does not go into the MWR how lame are you to think of this.
AAFES is not a nonproffit organization not by a long shot.
AAFES is out for the proffit PROFFIT PROFFIT PROFITT, how do I know this you may ask

That is how it is supposed to work. However, once the money leaves AAFES, it can be used anywhere at the local command's whim. It rarely goes into the places where it is needed. Since 90% of the services MWR used to support are now contracted out where I am, most of the money is given to the military units to pay for their holiday parties.
The original rule in AAFES (pre-NAFI) was that there should only be enough money left in the bank at the end of the fiscal year to cover the expenses of the first month of the next fiscal year. Now there are standing accounts with millions in them for "construction" and "training" (which no one outside of HQ gets beyond the mandatory crap). While there is a requirement that TDY is to be used wisely, there always seems to be plenty of money for the upper-level managers to travel all over in the name of "business" (especially if it is a tourist attraction destination--think Hawaii, for example).
I don't begrudge the money; only the notion of screwing the associates over re hours and benefits for a fund that DOESN'T really go to help our troops (whose spouses in many cases are employed by AAFES).

Oh you are SO on the money (excuse the pun) about the TDY/Travel expenses. A year or two back, my inside source was "elected" out of the blue to go to a "Seven Habits of Highly Effective People" seminar, taught at Germany Region HQ by one of the upper management there.
Okay, after 3 days in a nice German Hotel, at which at least 15 other attendees stayed - ALL in double rooms with one occupant- she comes home with the course information. Okay, the course has a purpose- though I failed to see one for an AAFES job. In additon it was filled with pseudo references to Christiani practices (No offense to anyone, we are not all Christian), which I found to be proselytizing.
Jewelry Seminar - Kansas - this year. Her store sent an employee that doesn't even work at the jewelry counter.
Could go into this fraud for pages.
